Update on New ERA, REAP, and Pace


The USDA will release previously obligated funds for these programs. Recipients have 30 days to “voluntarily revise” their proposals to align with the new administration’s priorities. This means eligible entities can opt out of community benefit programs or shift their focus—for example, prioritizing carbon capture over solar.

However, there remains a risk of further cuts to these programs through legislative action. We should continue strategizing on how to protect the progress made under the IRA. This latest update only pertains to the release of funds that had already been committed.

Trump Signs EO Requiring Proof of Citizenship to Register to Vote

 What is an Executive Order (EO)?

An executive order is a signed, written, and published directive from the President of the United States that manages operations of the federal government. They are numbered consecutively, so executive orders may be referenced by their assigned number, or their topic.

On Tuesday, the President signed an executive order (EO) requiring documentary proof of citizenship for voter registration and mandating that all ballots be received by Election Day. It also directs the attorney general to coordinate with state officials to investigate fraud and ties federal election funding to state compliance. Given recent court rulings against similar citizenship proof requirements, the EO is likely unconstitutional, as election laws fall under Congress and state authority.

Meanwhile, the House is set to debate the SAVE Act, which mirrors the EO by requiring strict proof of citizenship, such as a passport or birth certificate along with a government-issued photo ID. This could disenfranchise millions of eligible voters, especially women with name changes and those without passports. The bill also eliminates mail-in and online registration and restricts voter registration drives, which are crucial for AAPI and other communities.

Supporters of the EO and SAVE Act cite voter fraud concerns. Citizenship is already required to vote, and states have systems to verify voter eligibility. While courts may block the EO, stopping the SAVE Act will require strong public opposition and calls to congress.
